Water Quality & Regulatory Specialist


Provost & Pritchard is seeking a person with an interest and passion for assisting entities in California with surface water and groundwater regulatory issues. This person will be a technical consultant to multiple client types including agricultural organizations, nonprofits, public agencies, and others in Central California. Support will be provided to clients implementing environmental regulatory programs such as the Irrigated Lands Regulatory Program (ILRP), Central Valley Salinity Alternative for Long-Term Sustainability (CV-SALTS), and possibly others.


  • Irrigated Lands Regulatory Program (ILRP)
    • General consulting to agricultural water quality coalitions implementing the ILRP in Central California.
      • Support multiple agricultural water quality coalitions representing over 1,000 growers and 1 million acres of irrigated agriculture.
      • Summarization of technical information into technical reports.
      • General policy and advocacy related to program implementation and regulatory developments.
      • Grower education and outreach.
      • Collaborate with other interdisciplinary staff, such as engineers, geologists, hydrogeologists, scientists, GIS, field technicians, administrators, etc.
      • Coordination with Regional Water Quality Control Boards and laboratories.
      • Project management assistance: task tracking, deliverable management, attend monthly board and coordination meetings, budget management, and billing.
    • Surface water quality monitoring programs
      • Assistance with implementation of ongoing monitoring programs and Surface Water Quality Management Plans, review of grower management practices, related outreach and education, literature reviews, evaluate surface water laboratory analysis methods (e.g., toxicity testing, nutrients, metals, pesticides), ensure quality assurance metrics are consistent with established standards, source identification studies, pesticide evaluation protocols, and technical reports.
      • Support ongoing surface water quality sample collection field work in Northern Tulare County. Occasional site visits to established locations in Kern County.
    • Groundwater quality monitoring programs
      • Assist in the implementation of long-term groundwater quality management plans focused on tracking grower management practices to inform outreach efforts.
      • Review groundwater quality analytical data for quality assurance measures and exceedances of safe drinking water standards.
      • Work with Project managers to schedule sample collection and monitor sampling completeness for established monitoring networks.
      • Manage long-term groundwater quality datasets and use datasets to develop technical reports.
    • Data management and Analysis
      • Management of custom web-based data management systems, related datasets, and utilization of other established databases (e.g., CIMIS, SWAMP, CEDEN, GeoTracker, CIWQS, CalPIP, CASGEM, GAMA, Web Soil Survey, etc.) to inform analyses on the impacts of irrigated agriculture water quality.

Central Valley Salinity Alternative for Long-Term Sustainability (CV-SALTS) 

  • General assistance in the ongoing reporting for Management Zone activities and Early Action Plan implementation for clean drinking water solutions.
  • Assist in stakeholder and impacted community outreach.
  • Support Executive Director on data review and applicant eligibility.
  • General policy and advocacy support.



B.S. or M.S. in a relevant Science, Engineering, Geology or Environmental field.  E.g., environmental or earth science, civil/agricultural/environmental engineering, water resource management, soil science, geology, hydrogeology, hydrology, biology, chemistry, or a related field.  Education requirement may be waived with relevant work experience.

Required Experience & Skills

  • Strong technical background in the natural and physical sciences (chemistry, physics, earth science, geology, soil science, biology), mathematics, environmental/water quality, and/or statistics.
  • Passion for regulatory programs related to water quality and agriculture, and related political processes.
  • Familiarity with analytical laboratory analysis methods and related data QA/QC.
  • Excellent communication skills, especially technical writing, and public presentations.
  • Proficiency in some of the following data management and analysis skills:
    • Microsoft Office 365, specifically Excel and Access.
    • Proficiency in making graphs using data visualization software and tables.
  • Familiarity with GIS.
  • Bilingual (English and Spanish) a plus.
  • Background in agriculture.
