Provost & Pritchard prepared funding applications for the design and construction of upgrades and expansions to the Caruthers Community Services District wastewater treatment and disposal facilities.  Funding assistance was obtained through the Community Development Block Grant (CDBG) program and the USDA Rural Utilities program.  The work included preparation and submittal of a Report of Waste Discharge to the Regional Water Quality Control Board (RWQCB) to obtain new Waste Discharge Requirements for the facility.  The improvements included replacement of the influent lift station to the treatment facilities, a new headworks with a self cleaning screen, a new extended aeration activated sludge system with nitrification and denitrification capability, secondary clarifiers, and sludge handling facilities.  The project also included modifications to disposal ponds, effluent pipelines, and expansion of disposal pond facilities.  The project included a new electrical service, new motor control center, and standby power.   Provost & Pritchard performed construction review services, funding administration services, and preparation of an Operation and Maintenance Manual for the improvements.  All improvements were required to be constructed while the previously existing facilities remained in operation.

Sanitary Sewer Influent Line

Provost & Pritchard was responsible for the design and construction review for the replacement of approximately 2,000 linear feet of sewer line between the community collection system and the existing wastewater treatment facilities. The scope of work included designing an 18-inch sanitary sewer influent trunk line to replace an existing 12- and 14-inch sanitary sewer line in a narrow easement between Marks Avenue and the District’s wastewater treatment plant. The design also included consideration for construction sequencing and bypass pumping necessary to maintain flows in the existing sewer line to the treatment plant during pipeline construction, and coordination with the State Water Resources Control Board Division of Drinking Water regarding materials selection and proximity of new sewer line to an existing water main. The project was funded through the CDBG program.
