Sustainable Groundwater Management Act (SGMA)
GSA Formation & Engineering Services for East Kaweah Groundwater Sustainability Agency
The East Kaweah Groundwater Sustainability Agency (GSA) is located in northeastern Tulare County making up a major portion of the eastern side of the Kaweah Subbasin. The GSA is made up of five (5) Friant Contractors, Tulare County, and the City of Lindsay. Provost & Pritchard serves as their consulting engineer, assisting in the formation of their GSA and SGMA compliance. Tasks have consisted of developing the GSA boundary and mapping, providing information and insight on requirements for SGMA compliance, and preparing for technical tasks to be completed through the development of a Groundwater Sustainability Plan (GSP).
SGMA Compliance for Aliso Water District
Provost & Pritchard has been retained by Aliso Water District (AWD) to assist in compliance with SGMA. Once SGMA was instated, AWD recognized they needed to be proactive to protect the interest of their growers. Our first step was educating the board and growers on what SGMA was and the impacts it could have on their operations. Next, it was identified that AWD straddled two DWR sub basins, and that the boundary should be adjusted to place AWD wholly within one basin, which would simplify GSA/GSP development and implementation. After consultation with the DWR, and neighboring agencies, a Basin Boundary Modification request was made to DWR. The next step was GSA formation. Through discussions with the board, it was determined the best course of action for their circumstances was to develop a GSA just of their District. An AWD GSA would retain their autonomy for governance, but could allow for collaboration for basin wide SGMA compliance.
